Victoria Mora was born and raised in El Paso, Texas. She earned her B.S. in Public Relations from The University of Texas at Austin in 2001, and her J.D. from St. Mary's University School of Law in 2006. Victoria is licensed to practice in Texas and devotes her law practice to employment-based nonimmigrant and immigrant matters, family-based immigration and citizenship. She has also represented children in removal proceedings seeking Asylum and Special Immigrant Juvenile Status as pro bono attorney for Kids in Need of Defense and Catholic Charities of the Archdiocese of Galveston-Houston. Victoria has served as a volunteer attorney at legal clinics sponsored by the American Immigration Lawyers Association and Houston Volunteer Lawyers Program. She is a member of the American Immigration Lawyers Association, Houston Young Lawyers Association, Houston Bar Association, and Big Brothers Big Sisters of Greater Houston. Victoria was also recently selected as a member of the Houston Young Lawyers Association Leadership Academy Class for 2009-2010.

During law school, Victoria was awarded the St. Mary's University Hispanic Law Alumni Association Henry B. Gonzalez Scholarship for her proven commitment to serving the needs of the Hispanic community and the St. Mary's University School of Law Pro Bono Achievement Award. She participated in the St. Mary's University Immigration Clinic and Criminal Justice Clinic where she gained valuable experience representing clients in immigration and criminal proceedings. Victoria was awarded the St. Mary's University Francisco Leos Award for Excellence in Clinical Studies for her work in the Immigration Clinic. She also spent time as an intern at the United States District Court, Southern District of Texas Office of the Federal Public Defender in Brownsville, Texas.

Victoria participated in various moot court competitions while in law school, including the St. Mary's University Board of Advocates Moot Court Competition where she competed in the final round and received the Best Speaker Award. In addition, Victoria was on the Dean's List and inducted into the Phi Delta Phi Honor Society for her outstanding academic achievements. She was an active member of the Hispanic Law Students Association and served as President from 2005 to 2006. Victoria is fluent in Spanish.
